Guiding Ethical Conduct in Orthoptic Associations

Upholding Values of Integrity, Responsibility, and Collaboration

Introduction

The International Orthoptic Association (IOA), in collaboration with the Orthoptistes de la Communauté Européenne (OCE), has established a Code of Ethics and Conduct for Associations. This Code is designed to provide guidance to orthoptic associations globally, supplementing national codes or assisting in the development of new ones where none currently exist. It serves to uphold the ethical standards, values, and professional conduct required for the effective functioning of orthoptic associations worldwide.

While the IOA Code does not replace existing national standards, it reinforces the principles needed for associations to operate with transparency, accountability, and professionalism.

Core Principles

1. Human Rights and Dignity

Respect for the United Nations Universal Declaration of Human Rights.
Sensitivity to the moral values, religion, customs, and culture of the communities served by associations.

2. Responsibility

Associations must conduct their activities responsibly and maintain the public trust.
Association resources, including finances and assets, must be used with care and accountability.

3. Cooperation

Associations should promote collaboration, mutual respect, and ethical standards across borders, regardless of politics, religion, race, or ethnicity.

4. Transparency and Accountability

Associations must operate transparently in their dealings with members, governments, donors, and partners.
Financial information, governance structures, and activities must remain accessible to members.

5. Integrity

Associations must operate as not-for-profit organizations, using surplus funds to fulfill their mission and objectives.
Management decisions must be free from corruption, bribery, or financial improprieties.

6. Conflict of Interest

Leaders of associations must disclose and avoid conflicts of interest that may compromise their decision-making or professional integrity.

7. Professional Responsibility

Associations have a duty to:
- Advocate for the profession and engage in activities that enhance its credibility.
- Educate practitioners, organizations, and the public about professional standards.
- Add value to the IOA by contributing to its ethical success.

Purpose and Use

The IOA Code of Ethics is a guiding document for:

Establishing ethical practices in national and regional orthoptic associations.
Encouraging responsible behavior in decision-making, governance, and collaboration.
Promoting unity and cooperation while ensuring respect for human rights, cultural diversity, and integrity.

Key Areas of Focus

The IOA recognizes the importance of ethical behavior in the following areas:

Governance: Transparent and accountable decision-making.
Collaboration: Equitable partnerships based on mutual benefit and shared goals.
Use of Information: Protection of member and partner data, and accurate dissemination of information.
Financial Responsibility: Proper management of resources to fulfill the association’s mission.

Future Directions

The IOA will periodically review and revise this Code to ensure it remains relevant and responsive to the needs of the orthoptic community. By implementing and adhering to this Code, orthoptic associations can collectively uphold the highest standards of ethical practice, professionalism, and trust.
